Rear Admiral RS Dhaliwal assumed charge as Admiral Superintendent of Naval Dockyard Visakhapatnam ENC on 31 October 2025. Commissioned into the Indian Navy in 1992, the officer is an alumnus of the National Defence Academy Defence Institute of Armament Technology, Naval College of Engineering and the College of Defence Management. A submariner from the Engineering Branch, he has served onboard submarines INS Vela, INS Sindhurakshak, INS Sindhughosh and Fleet Tanker INS Aditya as Engineer Officer. As Project Director, P-75, the officer has closely associated with and contributed to the commissioning of three submarines. For his distinguished service, the Flag Officer was awarded the Nau Sena Medal (Devotion to Duty) in 2021.
